Ex miners to undergo asbestos testing

More than 150,000 mines operated by Ontario mines are believed to be operating with asbestos in its materials at an estimated cost of about $300 million.

The Ministry of the Environment has launched a public health campaign to collect as much information about asbestos as possible before it is introduced in new mines that are under construction.

In March 2013, an advisory panel recommended the government not regulate the toxic material, which has been classified as an "irreversible" carcinogen by the World Health Organization since 1988.

The new regulations require mining operations to carry out mandatory asbestos testing in the first year after a mine opening, and then annually until they reach a compliance date.

Since 2005, the MOWC has conducted two-year follow-up analyses of all workers who had at least one exposure while mining asbestos.

According to a ministry press release, those results show that over 85 per cent of the workers tested were found to have positive results, an improvement on previous results but not nearly enough to ensure safety of workers.

More than 40 per cent of the asbestos testing was done by an in-house research centre in a laboratory run by the Ministry of the Environment at the University of Toronto.

Researchers have confirmed that the results were consistent, meaning that if they had been found differently, more workers would have been found to have exposure to asbestos.

The study also confirmed that the asbestos exposure to miners who did not receive asbestos training was small and low, and the average length of time workers were exposed was eight months to six months.

Ontario's mining department has not yet made it compulsory that miners undergo asbestos training.

But ministry spokesman Scott Fielden told CBC News that it is "important to establish a safety record for all newly registered mine operators."

"There is a large risk if there is too little information before we make that decision," he said.

The government would not comment on whether it is considering legislation to require asbestos testing by new mines.

In 2008, the government took similar action when it implemented rules that require mines to report the number and size of workers exposed to asbestos, a recommendation that remains in place.

That prompted the industry to complain, saying that while the changes improved safety, they added to the size of the regulatory burden on the Ministry of the Environment.

Asbestos testing is set to be an issue when the Mowczeski committee meets again in November — its annual meeting has been postponed due to the government's new asbestos regulations.

The Australian Human Rights Commission has charged one of Australia's most senior lawyers with making domestic violence claims against an elderly woman.


It was reported last year that the woman had been assaulted by her 80-year-old mother.


After the two women had fought her mother in April, the mother told police that she threw her mother down to the floor, beat her with a glass and left the house with tears streaming down her face. She allegedly tried to force a knife into the woman's throat, according to the arrest warrant affidavit obtained by the Australian.


The woman, who does not live at her mother's home, is believed to have lived in a state care home, according to local media. Her mother, however, was given access to the house because she had a court order preventing her from leaving the residence.


She is accused of domestic violence charges stemming from the incident. Police have not yet been called to testify.


"The AFP has confirmed a charge of domestic violence has been laid and will be brought against the accused," the AFP spokesman said in an email statement.


"An arrest warrant has been issued for the accused."


A statement on her lawyer's website, which was updated in October 2016, said the woman is expected to appear at court on 26 July.
